While all agenda items are important, Business at OECD would like to provide specific comments on the following topics: Enhancing and incentivizing compliance, taking into account the needs of SMEs, addressing the demand side of foreign bribery, fostering integrity in SOEs, and non-trial solutions of foreign bribery cases.

Drawing on the practical experience of a wide and regionally diverse business constituency, this paper provides Business at OECD’s considered assessment of priority issues that need to be addressed to get trade back on track. As such, we strongly encourage the OECD to examine these priorities as part of its trade agenda in 2021-22 and beyond.

The Business at OECD Statement to the OECD Ministerial Council Meeting in May 2019 prioritizes 10 policy areas critical to fostering a leading and constructive role for business in the digital economy, highlighting the leading role of the OECD in this field.

It is a seminal year for the OECD on digital. The publication of the Going Digital project’s synthesis report in March and the May Ministerial Council Meeting on this issue signals the need for action. Ensuring the digital transformation continues to deliver prosperity, does not mean narrowing our focus solely to digital policy. Instead, it means a step-change across many points on the policy agenda and pursuing a truly multi-stakeholder approach.

The business climate remains broadly positive in 2018 with over half (53%) of respondents giving a positive assessment. However, business confidence is more polarized than twelve months ago with a quarter (25%) of respondents saying the climate is ‘weak,’ up from only 8% in 2017.
